7th Conf. of Parties to the Convention of Biological Diversity & 1st Meeting of Parties to the Cartagena Protocol on Biosafety Stamp

Biosafety StampsMalaysia is proud and honoured to play host to the Seventh COnference of the Parties to the Convention of Niological Diversity (CBC)[COP 7] and Conference of the Parties serving as the first Meeting of the Parties (MOP 1) to the Cartagena Protocol on Biosafety. As one of the twelve megadiverse countries of the world, hosting these events shows Malaysia's commitment to the world in conservation and sustainable utilization of our biological diversity.

Biological resources offers huge potential for the development of pharmaceuticals and other products in this era of biotechnology. While biotechnology offers many potential benefits, we must be aware of the safety aspects of it. Biosafety is a term used to describe efforts to reduce and eliminate the potential risk resulting from biotechnology and its products (such as genetically modified organisms) based on the precautionary approach.

Biosafety First Day CoverBiodiversity is often understood in terms of the wide variety of plants, animals and microorganisms. So far, about 1.75 million species have been identified. Scientists reckon that there are actually about 13 million species, though estimates range from 3 to 100 million. Malaysia, a biodiversity "hot spot", houses a wide variety of microorganisms, flora and fauna. Many of these are unique and endemic. Approximately 15.7% of the world's classified species are found here. Malaysia's forest itself is one of the most ancient on the planet.

Historical Buildings Lighthouse Stamp

Light house StampsThe Malay Federation was known among the traders, and they called it the state at the end of the land. Its strategic location in the Asian Continent was well exemplified by the trading activities carried out. The Straits of Malacca also contributed to the importance of the Malay Federation as a trading and maritime centre.

Light house Miniature SheetWhen the Portuguese conquered Malacca in 1511, the Straits of Malacca, for the first time, fell under an European power. The Portuguese later charged ships which ply the straits for payment. The arrival of the Portuguese was an important watershed in the history of this region.

The lighthouses in Malaysia have its origin during the British rule since 1826. There were 15 lighthouses that were collectively known as the Straits Settlement Lighthouses. Among the lighthouses that are still operational are the Tanjung Tuan (Cape Rachado), Muka Head, Pulau Undan, Fort Cornwallis (formally known as Fort Point) and Pulau Rimau.

Tanjung Tuan Lighthouse

The Tanjung Tuan Lighthouse is the oldest lighthouse still in operation in Malaysia. The white, cylinder-shaped tower started operating in 1863. With a height of 24 meters, its pilot light can be seen from a distance of 23 nautical miles. The Tanjung Tuan lighthouse is located at 02o24'N and 101o51'E.

Pulau Undan Lighthouse

The Pulau Undan lighthouse was built in 1880 at Pulau Undan, Melaka. It is the second lighthouse built in this country. The lighthouse has an octagonal shaped tower, built on top of a building. With a total height of 15 meters, the bright red tower can be seen from as far as 18 nautical miles away in good weather. The Pulau Undan Lighthouse is located at 02o03'N and 102o20'E.

Muka Head Lighthouse

The Muka Head Lighthouse is the second lighthouse to be built in Penang's waters. The construction of this gray granite tower was completed in 1883, with a height of 14 meters. It was built to the northwest of Penang Island. The lighthouse is located at 05o28'N and 100o11'E.

Light house First Day CoverPermatang Sepeda Lighthouse

In 1874, Screw Pile lighthouse was launched. The name Screw Pile was given to the design of the lighthouse being built on top of metal piles buried as deep as 11 feet 6 inches. In 1907 it was replaced with a new structure called the One Fathom Bank Lighthouse. This particular lighthouse has its origin in a report by hydrography survey, General Thomson, who Light house First Day Coverreported the existence of a sand bank at the coordinates of 03o10'U and 101o00'T, between North Sands and South Sands, in the Straits of Malacca. The sandbank emerges during low tide, with water depth of not more than two and a half fathoms and is now being preserved as a memorial.

The new One Fathom Bank Lighthouse was completed in 1999. It has a 43 meter tower, and is equipped with the latest lighting system. Its pilot light can be seen from as far as 23 nautical miles. The jetty and building structures are made from concrete, while the tower is fabricated from metal. The roof is made from polycarbonate and polished metal. This new lighthouse is located parallel to the old one, at 02o53.3'N and 100o59.8'E.

Kuala Selangor Lighthouse

The Kuala Selangor Lighthouse was built in 1907. The 27 meter tower was built on top of Bukit Melawati, giving it a commanding view of the surrounding area. The pilot light can be seen from 18 nautical miles away. The construction of the lighthouse was believed to have been undertaken by the Federation of Malay States. The lighthouse is also known as the Altingsburg Lighthouse, in lieu of the Dutch Governor who overran the fort in 1784.

Basides the lighthouse, Bukit Melawati also has within its area various historical remains that serve as a reminder of the past.

Primates of Malaysia Stamp

Among the most fascinating denizen of Malaysia's rain forests are Leaf Monkeys. As their name suggests, they have found a way of subsisting on a diet comprised mainly of leaves, as well as flowers, buds, seeds and shoots. Evolution has granted them complex stomachs with bacteria-filled fermenting chambers that digest leaves, releasing the normally indigestible sugars and deactivating toxins.

Leaf Monkeys live in complex societies, with adults, juveniles and newborns, clinging tightly to their mothers, making their way through the forest canopy. Typically, groups revolve around a single adult male and several females, with or without the young. Baby leaf monkeys are born with their eyes open and can cling on to the mother's fur as she travels and forages for food.

Red Leaf Monkey (Presbytis rubicunda)
The Red Leaf Monkey is known locally as Lotong Merah . It is somewhat more territorial than the Proboscis Monkey, and will chase away other monkeys in its area. It can be found in groups of 2 to 13 individuals. They feed only during the day, breaking into sub-groups as they forage for leaves, shoots and fruit. They can only be found in Kalimantan, Karimata Islands, Sarawak, Sabah and Brunei.

Proboscis Monkey (Nasalis larvatus)
A unique species easily recognized by the male's large nose, the Proboscis Monkey (Nasalis larvatus) is a rare yet unmistakable denizen of Borneo. Groups of proboscis monkeys, ranging from 3 to 32 individuals, will not move farther than 600 metres from a river or stream. They are accomplished swimmers and can swim underwater for up to 20 meters if disturbed suddenly. Despite their large size of up to 20 kg, Proboscis Monkeys are not territorial and will tolerate other groups in their area. There are only about 1,000 left in Sarawak and Sabah and only 7,000 in the whole of Borneo. Because of this, they are a strictly protected species.

The 10th Session Of The Islamic Summit Conference Stamp

The Tenth OIC Summit Background
The Organization of the Islamic Conference (OIC) is an international organization grouping 57 States which have decided to pool their resources together, combine their efforts and speak with one voice to safeguard the interested and secure the progress and well-being of their peoples and all Muslims in the world.

The Organization was established in Rabat, Kingdom of Morocco, on 12 Rajab 1389H (25 September 1969) when the first meeting of the leaders of the Islamic world was held in the wake of the criminal Zionist attempt to burn down the Blessed Al-Aqsa Mosque on 21st August 1969 in the occupied city of Al-Quds.

Six months after the historical event, i.e. in Muharram 1390H (march 1970), the First Islamic Conference of Foreign Ministers was held in Jeddah, Kingdom of Saudi Arabia during which the OIC General Secretariat was established to ensure coordination among Member States. The Conference appointed a Secretary General for the Organization and chose Jeddah as the city to house its temporary Headquarters pending the liberation of Al-Quds Al Sharif to which the General Secretariat will then be transferred, as the Permanent seat of the Organization.

In order to coordinate and boost its action, align its stand, and achieve concrete results in various fields of cooperation, politics, economy, culture, social, spiritual and science among Member States, the Islamic Summit Conference, which is the supreme policy and decision making body of the OIC, convened for the first time in Rabat, Kingdom of Morocco on 22-25 September 1969. Science that historic date, the Islamic Summit Conference has convened for nine times with the last (the ninth) conference held in Doha, Qatar on 12-13 November 2000. Putrajaya, Malaysia has been chosen as the venue for the Tenth Session of the Islamic Summit Conference to be held on 11-18 October 2003.

Theme
The theme for the Tenth Session of the Islamic Summit Conference is "Knowledge And Morality For The Progress Of Ummah". The theme stresses on two key objectives: knowledge and morality. Today, millions of Muslims are living in poverty and n primitive conditions. The failure to acquire new forms of knowledge and an aversion to the culture of learning are some of the reasons that can be cited for this sorry state of affairs. A look into Islam's glorious past, especially during the Abbasid Caliphate, will reveal a time where learning and the acquisition of knowledge were given much emphasis. During this period, a highly centralized and professional bureaucracy was created. Abbasid scholars discovered how to manufacture paper and this increased the rate of manuscript production throughout the Islamic world. All of this and many other achievements were possible through knowledge.

The second keyword of the theme focuses on morality. Morality is those restraints we apply to our natures for the benefit of others; we suffer so the community prospers, and consequently the individual prospers. But if we discard these limits and indulge our desires, while the individual enjoys an immediate release the community suffers, and inevitably, the individual suffers. This lack of understanding of the role of morality is just part of the common ignorance about the nature of society. Mastery of knowledge in the absence of a strong sense of morality will not bring the ummah the desired result. A strong sense of morality is needed to ensure the ummah will progress and develop in a balanced and equitable manner. This is in line with Islam's requirement and emphasis on moderation as a way of life.

Aims and Objective
It is with this two noble aims in mind that Malaysia, as the host for the Tenth Session of the Islamic Summit Conference, aspires to become the Centre of Excellence in the field of knowledge and learning. At the same time, Malaysia aspires to become a model country in the effort to create a society based on the principles of morality and wisdom. The Tenth Session of the Islamic Summit Conference would serve as an opportunity for the member states to reason and chart ways in order to achieve the two aims embodied in the theme.
